In June 2025, the U.S. Department of Health and Human Services (HHS) issued a Request for Information (RFI) through the Administration for Strategic Preparedness and Response’s (ASPR) Center for Industrial Base Management and Supply Chain (IBMSC). This RFI invites feedback from pharmaceutical, diagnostics, and biomanufacturing industry partners to inform the development of the Resilient Industry and Supply Chain Enterprise (RISE) Consortium.

The goal of the RISE Consortium is to ensure national resilience during future public health emergencies (PHEs) in alignment with Executive Orders 13944 (Combating Public Health Emergencies and Strengthening National Security by Ensuring Essential Medicines, Medical Countermeasures, and Critical Inputs Are Made in the United States) and 14017 (America’s Supply Chains).

Overview: A Whole-of-Government Approach to Industrial Base Security

To mitigate the nation’s dependence on fragile or foreign supply chains and improve rapid response capabilities, the IBMSC RISE Consortium envisions a public-private partnership. This partnership will build scalable, agile, and resilient manufacturing infrastructure across essential public health sectors such as pharmaceuticals, diagnostics, and personal protective equipment (PPE), including manufacturers of required raw material inputs and consumables and suppliers of services.

The RISE Consortium will focus on establishing production capacity for key starting materials, drug substances, various dosage forms, and diagnostic and PPE products. A robust digital stockpile of medical product designs and a manufacturing response network are also key priorities. Overall, this Consortium will allow for the rapid ramp-up of production during declared public health emergencies.

Solicitation Goals and Key Requirements

Through this RFI, IBMSC seeks responses from potential participants and consortium leads capable of establishing and maintaining:

  • Facilities and organizations with experience manufacturing and supplying single-use consumables, drug products, raw or finished materials, fill-finish services, diagnostic materials, or a digital stockpile and manufacturing response network
  • A trained workforce to manage all aspects of drug, PPE, and diagnostic manufacturing and digital stockpiling
  • A resilient supply chain supportive of large-scale manufacturing
  • Technologies that provide end-to-end visibility across the supply chain
  • Rapid contracting/agreement mechanisms
  • Innovating technology platforms to accelerate development
  • Sustainable, PHE-ready infrastructure models

RFI Submission Materials and Timeline

Respondents must submit their feedback by July 13, 2025, via email to the listed HHS points of contact. Interested firms are encouraged to submit company contact information; a brief description of company experience and relevant existing infrastructure; and perspectives on potential barriers, granting the USG access/rights to USG-funded initiatives, data sharing, and sustainment of capabilities during non-PHE times.

While this initiative is not a funding opportunity, it is a strategic market research step to inform the structure of a possible future RISE Consortium. Furthermore, respondents will be used to build a list of qualified industry partners for future engagements.

By fostering public-private collaboration, it aims to preserve critical infrastructure, safeguard national health security, and modernize supply chain intelligence.
