What Does OSC Finance?

The Office of Strategic Capital (OSC), within the Office of the Under Secretary of War for Research and Engineering, finances critical technologies and industrial supply chains that underpin U.S. national security. Unlike research funding agencies like DARPA or DIU, OSC uses loans, loan guarantees, and fund‑level credit programs to pull private capital into projects that expand domestic manufacturing, critical minerals, and defense‑relevant infrastructure.

OSC Credit Program (Debt Financing)

Direct loans and loan guarantees to U.S. companies and project sponsors whose facilities or infrastructure support covered technology categories tied to CTAs. This program is suited for capital intensive projects that need structured, long tenor debt to build or expand critical technology capacity and industrial supply chains.

OSC financing is anchored in the six Critical Technology Areas, including:
