This solicitation from the Medical CBRN Defense Consortium (MCDC), in support of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) represents a Request for Prototype Proposals (RPP). This RPP (MCDC 25-01) calls for innovative drug development pipeline methods for rapid medical countermeasure (MCM) development against biothreats and/or pathogens of military concern.

Project Description

The current one drug-one target approach to drug discovery, design, and development often fails to measure the comprehensive response of intact biological systems to drug or chemical compound exposure. This RPP calls for an improved approach integrating multiple scientific approaches with the ultimate goal of improving MCM development.

Offerors shall propose a comprehensive strategy for creating and producing safe and effective MCMs or therapeutics against potential biothreats and pathogens of interest to the US Department of Defense. The proposed strategy shall include a therapeutic platform with robust drug discovery and development capabilities as well as an efficient manufacturing strategy. The platform shall integrate various scientific approaches, including a chemogenomics profile of an intact biological system (either single cells or whole organism), high throughput biochemical screening, computational methods, Machine Learning (ML)/ Artificial Intelligence (AI) approaches, and other advanced drug discovery and development techniques. Awardee(s) shall provide the necessary resources to create and maintain an extensive and efficient large-scale chemogenomic database and develop advanced computational tools, including ML/AI techniques.

Application Process Overview

Applicants must be MCDC members considered in “Good Standing” to be eligible for this solicitation. Enhanced White Papers are due on 28 October 2024 at 12pm ET.

The standard MCDC process involves two steps:

  1. Submission of an Enhanced White Paper combined with a draft Statement of Work (SOW). This package undergoes Competitive Evaluation of the proposal’s Technical Benefit and Cost Estimate.
    • Offerors are required to use the provided Enhanced White Paper template and provide the relevant SOW as a separate attachment.
    • Notably, all Offerors will receive feedback from the Competitive Evaluation process.
  2. Subsequently, some Offerors may receive a request for a full cost proposal, additional technical detail, an opportunity to refine their SOW, and signed Affirmation of Business Status Certificates and Supplements.
