The U.S. Army’s Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) recently issued a Request for Information (RFI) regarding Full Rate Production (FRP) of the Joint Biological Tactical Detection System (JBTDS). This RFI aims to collect information on industry capability to produce JBTDS devices which will be used by joint forces for rapid identification of airborne biological threats.
Overview of JBTDS and Anticipated Deliverables
This RFI invites industry feedback for the manufacturing and deployment of JBTDS devices. The JBTDS is a lightweight, low-cost, battery operable system that can be transported by one Warfighter. JBTDS will be a modular capability system that can be utilized individually or together. The JBTDS provides three capabilities: detection-collection sensors for initiating sample collection; identification capability to detect the presence of biological aerosols in a collected sample; and data station communication capability to relay information to command and control systems in real-time.
The anticipated deliverables for this effort include:
- 3,247 JBTDS device assemblies, 425 JBTDS data stations, and 49,015 JBTDS consumables to be delivered over a 5-year period
- Plans regarding:
- Manufacturing (per data item description DI-MGMT-81889)
- Quality assurance programs
- Configuration management
- Inspection and/or audit results regarding:
- Procured parts
- Manufactured parts
- Physical device configuration
- First article test
- Integrated logistics support documentation regarding the JBTDS system configuration
- Military packaging
- A production technical data package, software data package, and relevant source code
Support for government use and sustainment activities, such as repair of systems
Key Response Information
Currently, JPEO-CBRND seeks the following information from potential manufacturers:
- A proposal for successful delivery of the physical components over a 5–year period.
- A Rough Order of Magnitude (ROM) timeline and cost required to produce:
- The JBTDS devices
- A production technical data package
- A software data package
- Source Code
- Logistics and sustainment support documentation
- Proposal of alternative systems:
- if potential respondents can provide an alternative system that meets or exceeds JBTDS performance requirements, please provide cost per system
- If potential respondents can provide a system that can meet most requirements, provide the system description, including requirements that the system cannot meet. Also provide an estimated price for further development of the system to meet all requirements.
- Description of commercial solutions or development of commercial products to meet performance requirements
- Business size
- Recommended contract type
Additional Considerations
Responses to this RFI will be used solely for planning purposes, with no obligation for the government to proceed to contract or potential responders to provide the described services. Respondents are encouraged to submit well-documented proposals to help assess their production, logistics, and long-term support capabilities. It’s important to note that while responding is encouraged, non-participation will not preclude future involvement in JBTDS-related solicitations.
