Solicitation Goals and Structure
The PHO ISO (Solicitation No. ARPA-H-SOL-24-106) targets transformative ideas that radically improve health outcomes through three focus areas (these are unchanged in Amendment 2):
- Novel prevention and detection tools: includes low/no-cost sensing technologies, scalable early detection of disease, and population-wide health-state monitoring solutions.
- Behavioral interventions to increase health: includes education around and incentives to promote sustained healthy behaviors, advancements to increase human health span even in the absence of disease, and development of novel indicators of pre-disease and disease states.
- System-level health innovations to deliver proactive health: Including new delivery and funding models, predictive health outcome surrogates, and valuation models for public health interventions such as screenings and vaccinations.
ARPA-H is only interested in proposals presenting bold, cutting-edge innovative leaps that are not yet achievable through traditional commercial or academic pathways. All interested parties must first submit a Solution Summary, which ARPA-H will review for novelty and mission alignment. Only after receiving written feedback on the solution summary may proposers submit a full proposal.
Key Dates and Submission Details
ARPA-H has structured this solicitation to remain open long-term, with rolling submissions and feedback opportunities:
- The final closing date is March 5, 2029.
- The Solution Summary submittal is rolling until the ISO closes.
- Proposals are expected to be submitted within 45 calendar days of receiving Solution Summary feedback.
- Awards will be given as Other Transaction Agreements.
- Multiple awards are anticipated.
- Eligibility is open to academia, non-profits, for-profit companies, hospitals, community health centers, and non-federal research entities.
