Overview of Solicitation

The Medical Technology Enterprise Consortium (MTEC) has released an exciting pre-announcement for its 2025 Multi-Topic Request for Proposals (RPP). This RPP calls for innovative medical prototypes addressing a range of focus areas critical to supporting military operations and improving healthcare delivery in challenging environments. Here’s an overview of what to expect and how to prepare.

Key Areas of Focus

The RPP seeks proposals to cover a broad spectrum of military medical needs, each aimed at enhancing medical readiness and effectiveness across diverse and complex military settings. Each proposal shall address only one focus area. Key focus areas include:

  • Traumatic Brain Injury (TBI): Innovative techniques and treatments to improve diagnosis, management, and recovery from TBI.
  • Burn Care: Advanced solutions for treating severe burn injuries.
  • Infection Prevention in Austere Environments: Prophylactics to prevent infections in battlefield wounds, particularly in remote or resource-limited settings.
  • Sepsis Countermeasures: pathogen-agnostic approaches to manage sepsis from wound infections.
  • Antivirals for Infectious Diseases: Treatments and preventive solutions for emerging infectious diseases, excluding biothreat pathogens.
  • Diarrheal Disease Prevention: Approaches to prevent and manage diarrheal diseases.
  • Knowledge Products for Infection Prevention: Educational and informational solutions to prevent infections in traumatic wounds.
  • Pharmacogenetics, Nutrition, and Musculoskeletal Injury: Progress in these areas with the goal of enhancing soldier health, resilience, and recovery.
  • Computer Simulation: Tools for simulating complex medical scenarios to improve training and planning.

Proposal Requirements

  • Prototype Definition: Projects should have a clear proof-of-concept and be ready to advance beyond exploratory research, demonstrating an existing foundation of preliminary data.
  • Readiness Levels: Each focus area has specific Knowledge/Technology Readiness Level (KRL/TRL) requirements, with a minimum of KRL/TRL 3 necessary at submission.
  • New Submissions Only: Previously submitted concepts from recent MTEC solicitations are not eligible for resubmission under this RPP.

Submission Process

This RPP will adopt the Enhanced White Paper approach in two stages:

  1. MTEC members in good standing are encouraged to submit Enhanced White Papers that adhere to the mandatory format (detailed in the upcoming RPP). Each submission will be evaluated by the Government, which will select Enhanced White Papers that best meet current technology priorities.
  2. Selected Offerors will be invited to submit a full cost proposal and other supplemental documentation (detailed in the notification letter).
