Patrick Sims holds a Ph.D. in Physics from the University of California, Irvine, with a technical background in chemical and biological sensing, nanomaterial synthesis, and AI/ML for defense and health applications. At EverGlade, he leverages his scientific expertise and deep understanding of federal R&D programs to support clients across technical strategy, proposal development, and project execution.

Prior to joining EverGlade, Dr. Sims spent nearly a decade at the Naval Information Warfare Center Pacific (NIWC Pacific), where he served as a scientist and contracting officer’s technical representative supporting the Defense Advanced Research Projects Agency (DARPA) Biological Technologies Office (BTO) and other DoD initiatives. Providing technical and administrative advice and oversight across more than 50 non-dilutive funding awards valued at over $500 million, Dr. Sims worked closely with DARPA program managers to advance high-impact programs for materials development, pandemic preparedness, rapid medical countermeasure development, next-gen biomanufacturing, and undersea energy harvesting. He additionally led as principal investigator or co-investigator efforts ranging from quantum memory device development to pathogen detection.

His experience includes supporting programs such as Pandemic Prevention Platform (P3), Nucleic Acids On-Demand Worldwide (NOW), Hermes, and Waste Upcycling for Defense (WUD), as well as serving on source selection boards for DARPA and IARPA (Intelligence Advanced Research Projects Agency) to guide federal investment.
