Summary

On January 23, 2025, President Donald Trump signed Executive Order 14179, titled "Removing Barriers to American Leadership in Artificial Intelligence." This directive aims to strengthen the United States' position in AI by eliminating policies that may hinder innovation and by establishing a comprehensive action plan to maintain global AI dominance. In response, the Office of Science and Technology Policy (OSTP), through the Networking and Information Technology Research and Development (NITRD) National Coordination Office, has issued a Request for Information (RFI) seeking public input on the development of this AI Action Plan.

Key Objectives of the AI Action Plan

  • Sustaining and Enhancing AI Leadership: The plan seeks to identify priority policy actions that will ensure the U.S. remains at the forefront of AI research, development, and deployment.
  • Removing Unnecessary Barriers: A critical aspect involves reviewing and rescinding existing policies, directives, and regulations that may impose undue burdens on private-sector AI innovation.
  • Promoting Innovation Free from Ideological Bias: The initiative emphasizes the development of AI technologies that are free from ideological constraints, focusing on human flourishing, economic competitiveness, and national security.

Focus Areas

OSTP is interested in information in the following areas:

  • Hardware and chips, data centers, energy consumption and efficiency, model development, open source development
  • Application and use (either in the private sector or by government), explainability and assurance of AI model outputs
  • Cybersecurity, data privacy and security throughout the lifecycle of AI system development and deployment (to include security against AI model attacks), risks, regulation and governance, technical and safety standards, national security and defense, research and development, education and workforce, innovation and competition, intellectual property, procurement, international collaboration, and export controls.

Call for Public Participation

The OSTP invites input from a broad spectrum of stakeholders, including academic institutions, industry leaders, civil society organizations, and the general public. This collaborative approach aims to gather diverse perspectives to inform the strategic direction of the nation’s AI policies.

How to Contribute

Interested parties are encouraged to submit their comments and suggestions before 11:59 p.m. (ET) on March 15, 2025. Submissions can be made by email to [email protected]. Submissions should include “AI Action Plan” in the subject line of the message.
