Eric Jia-Sobota
Principal-National Consulting Leader
Eric Jia-Sobota is the National Leader of EverGlade’s Consulting Services and a Founder of the Company. Eric’s consulting experience spans almost two decades across a breadth of industries, including most recently leading a national practice at BDO USA, Federal Contracting, Life Sciences, Nonprofit, Technology, Construction, Healthcare, and others.
Eric is a renowned expert in government contracting and has regularly served as an expert on matters involving the Cost Accounting Standards. His experience includes cost allowability and allocability, indirect rate restructuring, contract termination claims, and commercial contracting issues.
Mr. Jia-Sobota also has extensive experience helping life sciences and nonprofit organizations obtain R&D funding. He has worked closely with HHS, and specifically BARDA to help facilitate a multitude of pandemic responses.
Steve Morris, PhD
Managing Director
Steve has more than 25 years of experience in biotechnology and pharmaceutical development, including more than 13 years of experience working within the US Government as the Branch Chief, Antivirals and Antitoxins, CBRN Division, BARDA-ASPR, HHS.
Mr. Morris has a deep familiarity with the drug development lifecycle from discovery through preclinical and clinical development and licensure or approval.
He has extensive knowledge of USG non-dilutive funding mechanisms, contract negotiation, and post-award contract administration and deliverables.
He most recently led a consulting team at the world’s fifth-largest accounting and consulting firm helping clients secure hundreds of millions of dollars in funding through BARDA contracts and other Federal Awards.
Prior to consulting, he had a Senior leadership role at a vaccine development company.
Dan Paterson, CPA
Dan Paterson has spent his career navigating the federal contracting and procurement process, including supporting companies with R&D programs funded by both the DOD and HHS. As a consultant, he helped lead numerous government contract initiatives from contract development and negotiation to program management following award.
Dan is a Certified Public Accountant (CPA) and has helped manage compliance challenges associated with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), OMB Circulars, and both Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) Business System requirements. Dan has also designed and implemented multiple compliant cost accounting structures for companies and assisted contractors with the many challenges associated with navigating the government funding landscape and private/public partnership process.
Tyler Maxwell
Tyler Maxwell is a seasoned project manager with more than a decade of experience supporting Government-funded programs. His broad experience includes managing civil engineering and construction projects for various Government and commercial clients, both domestic and international. Tyler has extensive experience with programs funded by Consortium OTAs, DOD, HHS, FAA, and state governments.
His project management experience on government-funded programs includes preparation and maintenance of the Integrated Master Schedule, monthly and annual technical progress reports, the risk management plan with risk register, subcontract management plans, specific contract milestone reports, Earned Value Management (EVM) reporting, coordination of required USG/contractor recurring program meetings, program financial management, cost accounting and invoicing, and budget/forecast modeling.
Robert Seymour, PMP
Rob Seymour is a seasoned project manager and project analyst with more than two decades of experience within the Biotech and Biomedical industries. His broad experience includes vaccine and therapeutic development for various US Government and commercial clients, both domestic and international.
Prior to consulting, he served as a Sr. Project Manager and led numerous projects during his tenure. Most recently, he led a $90M Operation Warp Speed (Covid-19) Fill/Finish project from inception to completion. In addition to vaccine and therapeutic programs, Mr. Seymour has experience with device (autoinjector) development, was lead on several projects in support of domestic and international commercial clients and was project lead on a lab relocation within the Bay Area of California.
Prior to working within the Biotech Industry, Mr. Seymour worked in several finance and accounting positions for public and private organizations.
Caty Metcalf, MMB, MBA
Caty Metcalf is a North Carolina native that has a background in biotechnology and biosciences management with a focus in human health. Caty’s consulting experience spans both government and commercial service offerings, including medical devices, strategic planning, cost modeling, market research, market size/demand forecasting, non-dilutive funding landscaping/strategy, government proposal development, and post-award program management support.
Her government-specific experience includes proposal development for several agencies including, BARDA, DARPA, DTRA, and NIH. She has experience in guiding clients through the BARDA TechWatch process and has previously supported post-award project management efforts (BARDA and DTRA) where she was responsible for maintaining an Integrated Master Schedule and spend plan while assisting in the development of monthly and annual reports/meetings. Her favorite work-related tasks are slide deck/pitch development and strategic messaging.
Laura Powell, PHD, PMP
Laura has worked in life science consulting for over three years, providing program management support to both government programs and not-for-profit organizations. Her technical background is in monoclonal antibody discovery and characterization, including neutralization assays, ELISAs, epitope binning, and mechanistic studies. She performed her graduate studies in James Crowe’s laboratory in the Vaccine Center at Vanderbilt University, where she received her PhD in 2020.
Her consulting experience spans a wide range of government and commercial service offerings, including program management support for preclinical and clinical development of vaccines and antibodies, government proposal development, and post award program management support. She also has extensive manuscript writing and editing experience, and worked as a freelance editor before becoming a consultant.
Laura has supported proposal development for multiple government agencies, including BARDA, DARPA, NIH, DTRA, and JPEO. She has written white papers and coordinated the development of full proposals leading to successful government funding for products ranging from vaccines and biologics to medical diagnostics and novel vaccine delivery technologies.
Laura received her Project Management Professional (PMP) certification in 2022.
John Wolfe
John Wolfe is a Certified Public Accountant with years of experience in federal contracting and cost accounting. Throughout his career in consulting, John has assisted companies in the life sciences, biodefense, energy, and not-for-profit sectors successfully navigate the federal procurement process. John has extensive experience managing the development of cost and price proposals for funding opportunities with HHS and DOD as well as design and implementation of accounting, procurement, and compliance processes.
John has experience working on behalf of contractors as well as the government, including audits of incurred costs and indirect rates. Working closely with client management, he has assessed business processes for compliance risks associated with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and both Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) Business System requirements.
John has worked with clients to reduce the administrative burden of federal procurement regulations through the utilization of technology and automated tools.
Stephen Richardson
Stephen Richardson is a seasoned finance and accounting professional with a decade of experience in both public accounting and corporate finance/accounting roles. His broad experience includes accounting and finance within the healthcare, aerospace & defense, retail, small business and technology start-up industries.
Mr. Richardson has extensive knowledge in cost accounting, PCAOB & AICPA audits, US GAAP compliance, and corporate costs allocation. He has performed external audits for both publicly traded and privately owned companies for the world’s largest public accounting firm. Additionally, Mr. Richardson has created and maintained budgets ranging from $80M – $1.7B for one of the world’s leading aerospace & defense companies.
He most recently led several projects for the aforementioned aerospace and defense company helping transform their financial and cost accounting processes to optimize corporate costs allocations and labor & overhead/G&A rates calculations. He also established new processes and models within the corprate FP&A department for budgeting, forecasting, and project financial progress reporting.
